I don’t think anyone saw this one coming down the pike
(NY Times) Just as millions of people are gaining insurance through Medicaid, the program is poised to make deep cuts in payments to many doctors, prompting some physicians and consumer advocates to warn that the reductions could make it more difficult for Medicaid patients to obtain care.
The Affordable Care Act provided a big increase in Medicaid payments for primary care in 2013 and 2014. But the increase expires on Thursday — just weeks after the Obama administration told the Supreme Court that doctors and other providers had no legal right to challenge the adequacy of payments they received from Medicaid.
The impact will vary by state, but a study by the Urban Institute, a nonpartisan research organization, estimates that doctors who have been receiving the enhanced payments will see their fees for primary care cut by 43 percent, on average.
Stephen Zuckerman, a health economist at the Urban Institute and co-author of the report, said Medicaid payments for primary care services could drop by 50 percent or more in California, Florida, New York and Pennsylvania, among other states.
The upshot?
Dr. David A. Fleming, the president of the American College of Physicians, which represents specialists in internal medicine, said some patients would have less access to care after the cuts. It would make no sense to reduce Medicaid payments “at a time when the population enrolled in Medicaid is surging,†he said.
The rolls surged since the start of Obamacare in 2013. 9.7 million have been added, and more than one-fifth of the U.S. public are covered. More people, same (or slightly lower) number of doctors, hospitals, and medical centers. Significantly reduced payouts. A system that didn’t work well in the first place. And let’s not forget the incentives for poor people on Medicaid to stay poor. A recipe for disaster.
Obamacare isn’t about access: it’s about forcing people to have some type of insurance and controlling costs. If you increase Medicaid rolls, but people can’t get treatment, what’s the point? If more people sign up for regular insurance through the Exchanges, but people can neither afford the deductibles nor find doctors that can see them, what’s the point? How does it help?

In all fairness to NYC Mayor Bill de Blasio, he was in a lose-lose situation. He would have been blasted for not attending the funeral of executed NYPD officer Rafael Ramos (though, I think police would have been fine if he had not attended), and blasted for attending
(NYPD) Â Mayor de Blasio tried to make peace with the NYPD Saturday, but again was met by a Blue Wall of Resentment.
As he took the podium Saturday at the funeral of P.O. Rafael Ramos, thousands of police officers outside the church turned their backs to the video monitors showing the mayor giving his eulogy inside.
In a gradual wave, the assembled cops nearest the screens and speakers on Myrtle Avenue began to about-face, until the entire sea of blue stretching two blocks had their backs to the image of the city’s leader.
Obviously, this has driven some liberals nuts, none more than Karoli at Crooks and Liars.

“Show us your papers”, sneered the racist state
(AP) While tens of thousands of immigrants living in the United States illegally are preparing to apply for a long-sought driver’s license in California starting Jan. 2, others are being urged to think twice.
Immigrant advocates say the vast majority should be able to get licenses without trouble, but they want anyone who previously obtained a driver’s license under a false name or someone else’s Social Security number to speak first with a lawyer, fearing a new application could trigger a fraud investigation.
The same applies to immigrants with a prior deportation order or criminal record because federal immigration officials and law enforcement can access Department of Motor Vehicles data during an investigation.
It would seem that every single one of them broke the law, either by coming to the country illegally or overstaying their visas.
The nation’s most populous state is preparing to start issuing driver’s licenses to immigrants in the country illegally in a bid to make the roads safer and ease fears for more than a million people. California’s program eclipses the scope and scale of those approved in nine other states, including Nevada, Colorado and Illinois.
I’ve never understood how giving a license to someone makes the roads safer. Lots of illegals already drive, and most probably drive more carefully knowing they have no license. Besides, can they even read the road signs? Will they be required to take the DL test in English (no, because California allows it in Spanish, despite most road signs being in English)?
Like other applicants, immigrants will need to prove their identity and residency in the state. Those who don’t have a passport or consular identification card on a pre-approved list can submit other documents for review by a DMV investigator to see if they qualify.
Isn’t it racist to require identification? To show their papers? That’s what we’ve been told about Arizona’s illegal alien law, along with others. And for voting. One of the ID’s that may be used to obtain the DL is the Mexican “consular ID known as a Matricula Consular, which the FBI has said is one of the most insecure documents in existence.”
Just to be clear, the DLs will be special
The license looks no different from other California driver’s licenses but features two notable exceptions: The front includes the phrase “FEDERAL LIMITS APPLY,†and the back states: “This card is not acceptable for official federal purposes. This license is issued only as a license to drive a motor vehicle. It does not establish eligibility for employment, voter registration, or public benefits.â€
We can surely expect pro-illegal alien activists to whine about that last part, and start pushing for employment, voter registration, and public benefits within a few months of obtaining the DLs.

Collaborative project explores Mainer’s attack by polar bear, climate change
When a polar bear ripped Lewiston lawyer Matt Dyer out of his tent and dragged him away while camping in Canada, he thought he was going to die, he told writer Sabrina Shankman.
He was wrong. Thanks to the quick response of his fellow campers, Dyer survived to tell the tale. In the new ebook “Meltdown: Terror at the Top of the World,†penned by Shankman, the terrifying details of the attack and all that led up to it are recounted by Dyer and the six hikers camping with him in Canada’s Torngat Mountains National Park in the summer of 2013.
“My hope was that I would see a bear. I thought I’d be lucky to see one,†the 49-year-old Dyer said this week. “I didn’t think there would be so many of them up there.â€

Polar bears are true carnivores and can be a significant risk to human beings. Visitors travelling and camping in the park are in polar bear country and are at high risk of encounters. Polar bears are almost always present along the north Labrador coast. In the winter and spring they drift south on the pack ice and roam the floe edge hunting for seals. As the ice breaks up they head to shore and begin to work their way north again. In recent years Inuit have seen an increase in the number of polar bears within the boundaries of the park, especially along the coast. Some polar bears have been seen far inland and at high elevations. Historic satellite collar data indicate that bears will cross the Ungava Peninsula by travelling west through the southern part of the park. So even though polar bears are generally found along the coast, you should remain vigilant, even when far inland.
There are also black bears, foxes, and wolves. It is highly recommended that people hire and Inuit guide, who is legally allowed to carry a firearm. In this case, the group didn’t, and instead relied upon an electrified fence, which the polar bear broke through.
Anyhow, Dyer was seriously mauled, and is fortunately back to work and well on his way to recovery. Anyhow, let’s be clear that it is not Dyer claiming “climate change”, though he does mention it in a quote
In writing “Meltdown,†Shankman worked with scientists around the world to put the story into context.
Polar bear-human conflicts have increased noticeably over the past decade, and many scientists are attributing this to the melting of the sea ice that enables bears to hunt for seals successfully.
“We knew from the start that this would be a way to present a climate change story to a much broader audience,†Shankman said. “People like to read adventure stories and survival narratives.â€
Or, it could be that people are taking trips into dangerous areas where polar bears are present. The simplest explanation is usually the most reasonable.

(IBD) The president’s science czar, who once said there are too many people and advocated sterilizing people through drinking water, says at least human activity is preventing the ice age that we’d been warned about.
A tenet of global warming theology, now dubbed “climate change” to cover everything that used to be called weather, is that man is warming the Earth by manufacturing and exhaling carbon dioxide and that one of the consequences, and the theme of the science-fiction movie “Day After Tomorrow,” is that said warming could trigger a new ice age.
John Holdren, who holds the title of assistant to the president for science and technology, shares this view as well.
But in a recent online question-and-answer session in which he fielded queries from the public, he let slip the seeming contradiction that without the influence of man and his industrial activities, the Earth would probably be slipping into a cyclical ice age all on its own, just like the last one.
“While the climate of the Earth has changed over millennia as a result of natural factors — principally changes in the tilt and orientation of the Earth’s axis and rotation, and in the shape of its orbit around the sun — those changes occur far too gradually to have noticeable effects over a period of mere decades,” Holdren said on a video obtained by MRC-TV.
Anything to keep the cult alive.
