Well, I guess everyone should have a fantasy. Mine tend to revolve around money, never having to work and hot babes traveling around the world. Others dream of stopping climate change by making other people change their behavior. Anyhow
What would Boulder look like if voters opt to municipalize energy and worked to take the entire town off the grid by putting solar panels on every home and building that could benefit from them, by erecting solar parks across the city, by taking advantage of wind energy where possible and using waste from our public lands for biomass energy?
Boulder would probably look like a frozen wasteland before December is half way over, something like those Siberian cities where virtually nothing moves, and you aren’t sure if anything is alive. It would look like a city that realized that using solar panels in a place that can tend to be rather overcast and snowy is a Bad Idea. A place where the wind turbines will freeze, and people will need to burn their “biomass” in order to not freeze to death before the Colorado National Guard shows up to save their asses.
Also, it would look like a place which tourists will blow off, as they want ski during the day and party at night without freezing to death, which requires stable, reliable energy.
