The Russians have nothing to do with either attack. It is evident that the Brits have a home-grown terrorist who is randomly attacking people. The attacks are occurring near Porton Down, Britain’s chemical and biological weapons development center, and the attacker could be a disgruntled employee of the center.
PS. Novichok was not used in either attack.
