One would think that if you are going to declare war on your neighbor, you would first stock up on critical supplies, like fuel to run the generators for your water plant. Somehow The Palestinians got the message that the rest of the world is responsible for solving their self-imposed misery.

Never happen. The Palestinians are under near North-Korean level of propaganda and indoctrination.
