opening new accounts including owners, signers and beneficiaries

That’s what happens with you make perfectly legal actions Illegal because they are used by criminals as well as non-criminals. For instance: owning a gun. Owning a switchblade (spring knife). Carrying a weapon in public or concealed. Having a silencer. Owning the knowledge (Data files) to 3-D print gun parts. I even knew a government policy work who advocated that #-d printers should be controlled because someone might make a gun with them. Owning body armor (why would any non criminal want to protect his own body from getting shot– but armor for your kid’s bookbag is considered essential in some neighborhoods). Owning rural property. Owning farm machinery. Owning fertilizer. etc.
