By what authorization does Mr trump retroactively cancel legal contracts with Harvard? NIH does not just hand over a bucket of cash to the school, but rather disburses money based on a schedule established in the approved grant. The money is used for salaries, overhead (heating, cooling, janitors, auditors etc), materials and supplies as described and negotiated in the contracts.
It’s likely the courts would will slap Mr trump on his bills of attainder/ex post facto BS.
