I can’t tell if he is mad that the widow is getting paid anything at all or if he is mad Vance is promising to fix the pay.
From my own experience, Hostile fire pay is awarded for service in specifically named locations and times that are published in advance. Plane crashes in military aircraft are not inherently “in the zone” where those extra pays apply. The fact is that the widow was not getting the money because the service member was also not getting it. She was entitled to get all of the pay he was owed that he had not already received. Currently, Hostile fire pay is $255/ month, so this is not a massive atrocity, it’s just book keeping and the bureaucracy doing what it does, no matter who the president is.
Addendum. And the article was wrong. The designation has nothing to do with a congressional declaration of war. Lots of places have been declared hostile fire zones by the defense department and troops got the extra pay for being there even though Congress hasn’t declared war since WW2. So, the article was wrong on the facts and likely included elements that were just made up by the author.
