Any Lawyers out there?

Regarding this article, correct me if I am wrong, but I was under the impression that the only Congress can Subpoena a sitting United States President and Vice President. Is that wrong? I would normally email some of the folks around the blogosphere that are lawyers, such as Glenn Reynolds and XRLQ, among others, but I can only receive email at the moment, not send. Cannot find Verizon’s outbound server address.
