There are tests that you can run to see if the image has been Photoshopped. This one has not been.
I think what you are seeing is a combination of several things. First is the strong light source from the left which has blown out the woman’s skin and parts of her suit. The second is the white elastic waistband is blown out as well. It gives the appearance that her hip was nudged in a bit, but the underlying bits and consistency of the bits on the image don’t support that.
This is just one of those weird, impromptu photos that looks a little odd, but is legit.
