(Moscow Times) The heaviest snowfall in a century brought Moscow and the surrounding region to a near standstill and left hundreds of people without power, officials said Tuesday.

Teach as the article indicates snow is precipitation not an indication of unusually cold temps. Moscow has a continental winter typically the temps are always below freezing in the winter. so, think of it this way, john’s way.
you have a massive pile of cold air over a land mass. it is so cold that there is no precip. Then, comes warm air. And by the cold air getting warmer, lets say warming from -50 to -45, it now creates moisture and snow now forms.
however, that can’t happen. because cold air is void of moisture, any and all moisture created is wrung out at the boundaries of the cold air mass. Thus, the cold air mass has a center of dry snowless void, with surrounding rings of increasing snow depth and warming temperatures.
