Blanco, who completely dropped the ball. Why did the other areas hit by Katrina not have the issues that N.O. had? Namely, incompetent local and state leadership. And, before you go trying to make up blame against your boogeyman Karl Rove, perhaps you should consider what Democrat Gov. Sebelius of Kansas pulled after the Greensberg tornado. If McCain was in office this would have been the worst ice storm in over 100 years, and there is no way McCain would have been given a week's pass before having to declare it a disaster area.
