John, you are partially right. But, go back and read the excerpts. It&#039;s not me saying it, but people in the know, regarding the FISA courts rulings. I find them absurd, but, I do not make the rules.

		<description>The NSA can use its authority under Executive Order 1233 to conduct surveillance abroad of any known or suspected terrorist. There is no requirement for a warrant. Most of NSA&#039;s collection occurs under this authority.
NSA can use its authority under the Protect America Act passed last August to conduct surveillance here in the USA of any foreign target. This does not expire on Saturday, it expires in Aug of 2008.                                                            The NSA can also use FISA at ANY time it feels necessary and apply for a warrant at a later time. 

This is an abridged precis of the letter that the Chairman of the House Select committee on Intelligence sent to President Bush.
