There is no requirement for a warrant. Most of NSA's collection occurs under this authority. NSA can use its authority under the Protect America Act passed last August to conduct surveillance here in the USA of any foreign target. This does not expire on Saturday, it expires in Aug of 2008. The NSA can also use FISA at ANY time it feels necessary and apply for a warrant at a later time.
