However, to put it fully, the Bill of Rights limits what the Federal government, and, in some cases, all US government levels, from doing to its citizens and entities. Doesn't mean they cannot do that to foreign citizens. If the fed want to limit the speech of someone from say, Iran, they have every Constitutional right to do so.
