Comment Issues

Any bright people out there have any ideas why popup comments on the Johnny Bravo Blue theme work sometimes? It is like you have to hit the perfect spot in order to get them to work. I am at a loss. Seem to work just fine on the other 2 themes. Been looking at the code for hours, to no avail.
